The Failure of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: positive announcements are issued from multiple capitals. Significant resources is allocated on restraining specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from enemy soil, a capacity enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by allied countries. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes sober acceptance: maybe the hostile projectile won't cause damage this time, sparing the city from devastation and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun opened up on a aerial vehicle close by, part of a defensive team – almost certainly imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.

Periodically, this persisted until dawn. Kyiv awoke to the early updates: several casualties, destruction and utility failures in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are clearly incapable to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from US administration generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This pattern will, certainly, persist.

Political Considerations

It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. Washington works based on a principle well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unrealistic to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does little to deter Moscow, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its advantage in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but averting a complete military breakdown until situations evolve in its advantage.

Present Conditions

Factually, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a only one week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.

While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
