The pace bowler has taken over 300 dismissals in 71 appearances with an stellar bowling average.
Australia's chief selector Bailey has declared that skipper Cummins will have a crucial role in the forthcoming England-Australia contest.
Speculation had been growing that Cummins might miss the series due to a persistent back stress problem that had not yet healed.
Initial reports from team management suggested no definitive call had been made regarding whether he would play, with the Test matches scheduled to begin on the 21st of November in Perth.
He revealed that the captain is progressing and was "optimistic" about the likelihood of participating.
"We're aware that the window is narrowing and multiple considerations around that, aside from his injury, but additional elements," he commented.
"We're encouraged. [We are] really confident that he's going to play a significant role. Hopefully from the opening match. If not, we'll adjust."
Injury History
Cummins was ruled out the white-ball matches against India and New Zealand recently after medical tests showed a lower back issue.
There is a track record of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 forcing him out of several home seasons in four years.
Cummins stated he would be bold in recovery efforts in his recovery plan to secure his spot for the Ashes.
The selector indicated that it was unclear if Cummins had begun bowling as part of his recovery but acknowledged it was "pressing" for him to be fit for the first Test.
Alternative Arrangements
In case of absence, ex-skipper Smith will assume leadership.
The talented all-rounder was excluded lately from Australia's squad for their ODI contests against the Asian giants as a preventive step because of an abdominal issue.
The selector characterized it as a "small issue and stated that he'll feature in the domestic first-class competition, so will be "ideally positioned to be ready to bowl."
"We put so much time has gone into developing the strategy for him to be available for the initial game as an all-rounder," he elaborated.
"His involvement was limited to the starting games regardless. How he handles the willow in shorter formats, should it hinder progress for another day, we just made the decision to adopt a safer strategy."
