The United States and United Kingdom Sign Duty-Free Agreement on Drugs.

Britain and America have finalized a major bilateral deal that will guarantee no import taxes on UK pharmaceutical shipments entering the US market.

Key Provisions of the Deal

In exchange for the tariff guarantee, the UK has agreed to raise funding on pharmaceuticals through the public health system. This move secures that import taxes on these crucial exports will stay at nothing for a timeframe of the next three years.

This development is in response to previous statements to hike tariffs on branded pharmaceutical imports, with increases floated up to one hundred percent.

"This deal between the Britain reinforces the international landscape for cutting-edge drugs and introduces long-overdue balance to U.S.–U.K. pharmaceutical trade," an announcement noted.

Economic Importance

Pharmaceuticals are one of the Britain's biggest exports to the US, which is by far the biggest buyer for leading companies like GSK and AstraZeneca.

Export figures show that in the year prior to the third quarter, the UK sold medicines worth over eleven billion pounds to the US. This value made up a significant portion of total UK exports in that timeframe.

"This guarantee secures employment, stimulates funding and sets the stage for the UK to become a worldwide center for life sciences," the Business and Trade Secretary remarked.

Key British Pledges

The agreement involves several specific changes from the United Kingdom:

  • Revised Affordability Limit: The UK will raise the affordability limit at which it judges new medicines to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a target to raise total public funding on treatments from 0.3% of GDP to 0.6% over the following ten-year period.
  • Refund Ceiling: The sum drug companies must return to the NHS to stay within budget will be capped at fifteen percent. Last year, refunds topped 20%.

Broader Context

This agreement takes place against a long-running tension between the drug companies and the British authorities over medicine costs and approval rates.

This friction were exacerbated by arguments that US consumers were paying significantly more for the same drugs than patients in the Britain and the EU.

In recent months, several major pharmaceutical investments in the UK have been halted or abandoned, while major investments have been pledged toward American operations.

The Science Minister acknowledged that the NHS had to invest a greater share on drugs, noting that its budget allocation on drugs had declined as a percentage of its total funding over the past decade.
